These parts are designed with TIGHTER tolerances & a higher grade of copper than the standard Hood & Hangar set, and as such may require you to slightly sand the brushes.  This allows for higher performance of the electrical system due to it making better and more consistent contact between the Hoods and Brushes.  This Hanger allows for MORE float of the pick-up shoe.
