These parts are designed with LOOSER tolerances & a lesser grade of copper than the Pro Hood & Hangar set, and as such the brush moves around more in the hood vs the Pro Hood.  This can be tempered by "massaging" the hoods to close them up more onto the brushes. This Hanger allows for LESS float of the pick-up shoe which may sometimes be preferrable.
